Municipal Clerk
The Municipal Clerk is the oldest of public servants in local government, along with the Tax Collector. The profession traces back before Biblical times. The Municipal Clerk is the hub of government, being a link between the community and the Township.
The Office of the Municipal Clerk has many statutory duties, which includes Secretary to the Governing Body, Chief Administrative Officer of all local elections. Chief Registrar of Voters and the Custodian of Records. The Municipal Clerk is also the custodian of the Official Township Seal.
Duties of the Municipal Clerk
Secretary to the Governing Body, the Office of the Municipal Clerk maintains all records with regards to local Ordinances, Resolutions, and public proceedings. The Municipal Clerk attends all Governing Body meetings, prepares the agendas and records the minutes for those meetings, processes records and files Ordinances and Resolutions and other official documents.
Serving as Township’s Election Official, the Municipal Clerk serves as the Registrar of Voters, accepts petitions for vacancies in local elected offices, provides materials for local elections, issues absentee ballot applications, issues change of party affiliation, selects polling locations and maintains custody of elections results.

OPEN PUBLIC RECORDS REQUEST (OPRA)
As the Official Custodian of all Township records and documents, the Municipal Clerk is responsible for all Open Public Records Requests (OPRA). The Clerk’s Office is a major source of information for our residents and as such, all open public records request are accepted through this office.

NOTARY SERVICE
The Municipal Clerk’s Office can notarize documents for residents. Proper photo identification is required. All documents to be notarized must be signed in the presence of the notary; DO NOT SIGN THE DOCUMENT BEFOREHAND.
TOWNSHIP COMMITTEE MEETINGS
Winslow Township Committee Meeting for the year 2025 will be held on the following dates and times in the Winslow Township Municipal Complex, 125 S. Route 73, Braddock, New Jersey 08037-9422. All Meetings of the Governing Body will have a Public Participation Session.

PERMITS/LICENSES
The Municipal Clerk also provides for the issuance of various licenses and permits. ALARM LICENSE
Local alarms need to be registered. Alarm licenses are free of charge. Click here for alarm application.
BINGO and RAFFLE LICENSE
Every organization interested in conducting bingo or raffles or allow its members to assist a licensed affiliated organization, must first apply to the Commission for eligibility.
Once registered with the Legalized Games of Chance Control Commission, the organization must file a license application(s) for each separate type of game of chance it intends to conduct from the appropriate municipality where the games are to be held. Upon doing so the organization must exhibit their registration certificate to the municipal clerk when submitting their license application.
Raffle and Bingo licenses are to be conspicuously displayed in the area/room where the games are held.

BLOCK PARTIES
Please send a letter advising of your block party at least 30 days prior to the event. Neighbor's should sign a petition acknowledging their agreement with the block party.
BUILDINGS AND GROUNDS
Building use is limited to non-profit, charitable, community service organization, religious and/or civic organizations. Private use is not permitted. Please complete the application and return same to the Municipal Clerk's Office at least 30 days prior to the event.

BUSINESS LICENSE
According to Chapter 171 Licensed Occupations of the Township of Winslow, no person or business entity shall engage in or carry on any business, trade or calling in the Township of Winslow, nor aid or assist, as employee, clerk or otherwise, in carrying on such business or in using any stand, store or other place or thing, nor sell or offer for sale any goods or things for which a license is required by the terms of this chapter, unless a license as herein provided for shall have been first obtained therefor by said person or business entity engaging in said business, trade or calling. Business Licenses expire on April 30th. ***Registration after July 31 will be considered LATE, and a $25.00 late fee will be charged in ADDITION to your license fee***

CLOTHING/DONATION BINS
Any person wishing to place, use, or employ a donation clothing bin within the Township for solicitation purposes must obtaining a permit from the Municipal Clerk, which is approved by the Township Committee. Permits shall be renewable on an annual basis during the month of January.

DOG AND CAT LICENSE
You MUST register your cats and dogs with the Township Clerk no later than January 31st EVERY YEAR. There is a $10 late fee after March 31st each year. Rabies Vaccination Cannot Expire Before November 1st of the Licensing Year to obtain Your License. Click here for animal application
Any person who keeps or operates or proposes to establish a kennel, a pet shop, a shelter or a pound shall apply to the Township Clerk for a license entitling him to keep or operate such a establishment.
FREE RABIES CLINIC

Licenses will be available for purchase during the clinic at the Clerk's Office.
LIMOUSINES
All limousine services that have their principal offices located within the Township must apply to the Municipal Clerk's office for a license to operate. Each limousine service must file a copy of the required insurance policy, pay a fee of $50 for the limousine business; and pay an additional $10 for each limousine covered under the required insurance policy. N.J.S.A. 48:16-17.
LIQUOR LICENSE RENEWAL & TRANSFER
Renewal
All retail licenses must be renewed annually effective July 1st. The governing body issuing the retail
licenses establish their time schedules for filing the renewal applications prior to July 1st so that the renewals
can be acted upon and approved by that date. If, for some reason the local renewal process is delayed so that a license renewal is not approved by
municipal resolution by July 1st, all alcoholic beverage activity on the licensed premises must cease unless
the licensee has filed the renewal application, paid the applicable fees and applies to and has issued by the
Division of A.B.C. an “Ad Interim” Permit
Transfer
A “transfer” must be approved by the issuing authority whenever a licensee sells or conveys their license to
another person, adds or deletes a general partner, changes the location of the license or increases the size of
the premises under the license. There are two types of transfers: “person-to-person” and “place-to-place.”

*Please note that prior to any youth sports club or organization being authorized to use township-owned facilities for functions, all adults, (those person's eighteen (18) years of age or older), in any way assisting in the function, including but not limited to coaches, assistant coaches, or similar positions, must register with the Township and submit to a background check. The cost of background checks shall be paid by the individual or program with which they are participating.
PEDDLERS & SOLICITORS
Any person, whether or not resident of the Township, wishing go from house to house, place to place, or street to street conveying or transporting goods, products, wares, merchandise, food or drink, or any product and offering the same for sale, or making sales and delivering articles to purchasers or who engages in any of the foregoing activities from a stationary location of the street or other public place must obtain a license.

YARD SALES
You must obtain a permit to conduct a yard sale in the Township. No license will be issued to any person or any location more than 4 times in any twelve month period.
