The State Low Income Household Water Assistance Program (LIHWAP) can help you pay arrears for your water and sewer bills.
The program may also be able to help address tax liens due to water and sewer arrears. To get more information and apply, go to waterassistance.nj.gov or call NJ211.

Tax Information
Property Taxes
Property taxes in New Jersey are due quarterly, February 1, May 1, August 1 and November 1. A courtesy 10 day grace period is normally available. A payment may be made before its due date; however, if a payment is not received within the grace period, interest is calculated from the date the payment was originally due. State law mandates that any payment that is late is subject to interest charges. Amounts up to $1,500 are charged 8% interest. Amounts over $1,500 are charged 18% interest. Once a delinquency over $1,500 exists, 18% interest remains until the account is brought current. Additionally, there is a provision for a year end penalty for any property that owes municipal charges of $10,000 or more on December 31st.
Property taxes, utility charges and any other municipal charges are assessed on the property itself. Annually (June/July) a tax rate is struck. New tax bills are then produced. They are for the 3rd and 4th quarter of the current year and the 1st and 2nd quarter of the next year, based on the new rate. If you have a mortgage company that escrows for your taxes, they will receive a tax bill and an advice copy will be sent to the property owner. Original bills will be sent to those owners who do not have a mortgage escrow account. The State takes the position that taxes are assessed on the property, and it is the responsibility of the current property owner to pay the taxes regardless of the receipt of a tax bill.
Added/Omitted Assessment
Bills go out in October and are due November 1st. These billing amounts are added to the original billing for the current year 4th quarter as well as the 1st and 2nd quarter of the following year.
Tax Sale
NJ statute requires all municipalities to hold a Tax Sale annually. When an unpaid balance from municipal, county or state charges, i.e. taxes, public works, township utilities or Camden County Municipal Utility Authority (CCMUA) exists from the preceding year, the property is included in the Tax Sale. The tax sale can be held as early as October of the current year, but no later than December of the next year. The tax sale will be advertised in The Hammonton Gazette.

Mailing Address Changes
Any changes in address or tax deductions must be made through the Tax Assessor’s Office at (609) 567-0700, option 9 or email. Be advised NJSA 54:4-64 states that failure to receive a bill does not invalidate the tax due; it is the property owner's responsibility to ascertain from the proper official the amount due. If you have recently purchased a property, or lost your bill, you should contact the Tax Office to obtain the current amount due, and request a copy of the bill.
Method of Payment
Payments can be made to the Winslow Township Tax Collectors office during regular business hours in the form of cash, check or money order. Credit Cards are now accepted here in the office. There is a fee charged of 2.95% for credit cards as well as debit cards. The fee is the same if paid online and over the telephone. Some credit cards such as American Express may charge more. Payments can be made online with an E-Check, in which case the fee is only $1.95.

If you do not have access to a computer, one is available for use at the Tax Office counter as well as the Camden County Library located on Cooper Folly Road. Senior Citizens also have computer access at the Bud Duble Senior Center also located on Cooper Follow Road.
An after-hours drop box is located in the police department lobby for check or money orders only. Please do not deposit cash.

Utility Information
The Tax Collector’s office is responsible for receiving utility bill payments.
Any questions regarding your service should be directed to the Utility Customer Service Department at 609-567-0700, option 7.
Property Tax Relief Programs
Annual Deduction for Senior Citizen/Disabled Person
Persons age 65 or older OR are 100% disabled receiving SSD who meet certain income and residency requirements, may be entitled to a yearly deduction of $250 on their taxes and a quarterly deduction on their water/sewer utility bill.
Senior Citizens or Permanently Disabled individuals who qualify for the $250.00 deduction must file a statement every year verifying their eligibility. This statement is called the “Annual Post-Tax Year Statement” (or PD5 form) and is mailed to you by our office in February each year. It must be completed, signed and returned to our office each year on or before March 1st. If you fail to file this form, it will result in the deduction being charged back for the previous year.
Veteran and/or Surviving Spouse Deduction/Exemption
Qualified veterans of the United States who served in the time of war may be entitled to a $250 credit per year.
